TN lawmaker to introduce bill creating safe spaces from ICE following agent-involved shooting in Minneapolis
The bill aims to bar ICE from using Tennessee schools, churches, and state-owned lots without notice amid reports of trauma from ICE patrols, with 56 agencies partnering with ICE in 2026.
- On January 8, State Representative Gabby Salinas filed House Bill 1482 to let schools and churches restrict ICE access, with lawmakers set to consider it on January 13th in Nashville.
- Salinas said the proposal responds to increased ICE patrols and surveillance in recent months and cited the Minneapolis shooting involving an ICE agent as evidence of dangerous interactions.
- The proposal would bar ICE from entering pre-K through 12 campuses and church properties without prior notice, and HB1482 would also prohibit use of state-owned parking lots and garages, requiring state and local government entities to identify staging areas.
- The bill would amend multiple sections of Tennessee law, including Titles 4, 7, 12, 38, 49, and 50, to implement the proposed restrictions, as over 50 Tennessee agencies have opted into ICE's models within the 287 program as of January 6, 2026.
- If enacted, HB1482 would reshape how Immigration and Customs Enforcement operates around schools, churches, and state properties in Tennessee amid Salinas' lawsuit heading to the Tennessee Court of Appeals and contrasting views on the Minneapolis shooting from critics and the Department of Homeland Security.
