The Games were officially opened in the Roman Colosseum in Verona by Italian President Sergio Mattarella, but due to the International Paralympic Committee's (IPC) permission to allow Russian and Belarusian athletes to compete at the Games despite Russian aggression in Ukraine, some national teams boycotted the opening.
