Swearing-in Ceremony: Lieutenant Governor Will Be Absent, at PSPP's Request
The move would let new ministers start work immediately as a court hears an emergency injunction over Quebec’s optional oath to King Charles III.
- On Monday, Premier-designate Paul St-Pierre Plamondon asked Lieutenant-Governor Manon Jeannotte to skip Wednesday's cabinet swearing-in ceremony. Jeannotte agreed to sign appointment documents privately, allowing the event to proceed without a representative of the British Crown.
- This request honors a campaign pledge by the Parti Québécois leader to remove the monarchy from Quebec's institutions. "We firmly intend to abolish this monarchy in Quebec, both within our democratic institutions and in our civil society," St-Pierre Plamondon wrote.
- Meanwhile, lawyer Lawrence David is challenging the 2022 provincial law, Bill 4, which made the oath to the King optional for members of the National Assembly . His Public Interest Litigation Institute argues Quebec unilaterally altered the 1867 Constitution Act without required unanimous consent.
- The Secretary General will preside over Wednesday's ceremony in Jeannotte's absence, ensuring the new cabinet can begin work immediately. Jeannotte will officially sign the necessary appointment documents at her office following the event.
- A court will hear an emergency injunction Tuesday regarding Bill 4, which could legally bar MNAs who refuse the oath from taking their seats. David warns he is prepared to launch further challenges if the government attempts to unilaterally abolish the Lieutenant-Governor's office.
