The political agreement does not represent a conjunctural anomaly, but is part of the institutional DNA of Navarre and the CAV or, at least, of the forces that usually manage its institutions. The signing of the recent budget pact in Navarre for 2027 is the closest example of this inertia of consensus. On a state map dominated by crisis and blockade, both communities stand as a sort of oasis.
