After granting contracts in an emergency to the private sector, Montreal wanted to rely more on its employees to close the potholes. By 2027, dedicated teams of 24 blue-collars would travel the streets of the metropolis and two new cobblers would be bought. In the immediate future, however, "the worst is to come."
