Since the arrest of Mayor Achilles Alvarez on February 10, municipal management – although not stopped – has been subject to change in the last three months.
The defense of the mayor of Guayaquil, Achilles Álvarez, reported that he filed a request for “urgent adoption” of precautionary measures with the Inter-American Human Rights System, while the official remains in detention in the Encuentro prison, without there being an enforceable conviction against him. The announcement was made by David Norero, a member of the defense technical team and former municipal secretary.
