The Renters Take Providence
Morales defeated incumbent Brett Smiley as progressive candidates won all contested council races, giving housing reformers control of City Hall.
On September 9, democratic socialist state lawmaker David Morales defeated incumbent Mayor Brett Smiley in Providence's mayoral primary, marking the first time an incumbent mayor lost his party's primary in city history.
Tensions escalated after Smiley vetoed a city council rent stabilization ordinance, arguing the measure would "perversely exacerbate our affordability challenges" rather than ease housing costs.
The Smiley campaign spent more than $1.7 million on television ads, while Morales raised about $500,000 and mobilized thousands of volunteers through the organizing group Reclaim Rhode Island.
Morales is positioned to win the general election next month and pledged to sign rent stabilization into law within his first 100 days in office.
The Providence results reflect a national trend where left-wing candidates prioritize tenant protections, as the city faces a housing shortage with median rents risen 40 percent since 2020.
