Devan Seabaugh (R) was arrested and charged with driving under the influence of drugs and alcohol after hitting a bicyclist, the Atlanta Journal Constitution reports. “While the records do not indicate what kind of drugs were allegedly involved in the incident, Seabaugh was cited for being under the influence of multiple substances at once.”
