- The compromise prohibits new 287 agreements while preserving the Department of Correction's existing partnership with Immigration and Customs Enforcement, and codifies the 2017 Massachusetts Supreme Judicial Court decision in Lunn v. Commonwealth.
- Senate conference chair Cindy Friedman stated the bill prioritizes safety from the "weaponization of the federal immigration enforcement by the Trump administration," with new civil liability for ICE agents and detention oversight.
- With the legislative session deadline set for Friday, July 31, Healey remains focused on the bill while distancing herself from Republican challengers Mike Minogue and Brian Shortsleeve, who she claims support the "Trump-Vance agenda.
