UPDATE (5:30 p.m.) -- Peoria County Sheriff Chris Watkins has released more information on a man who allegedly stole a rental car that had a 3-year-old boy in the back. According to Watkins, they have identified him as Victor Edward Farris, 45, from Ohio. The sheriff's office identified him after finding his ID, which he had dropped.
