A 56-year-old Massachusetts man was arrested and charged in connection with a “disturbing” scarecrow display in Concord. On Sept. 22, Concord Police said they responded to the area of Monument Square for a report of a sign directed toward the Superintendent of the Concord and Concord-Carlisle Regional school districts.
