- The complaint alleges seven causes of action including trespass and public nuisance, asks for injunctions to stop fencing and affirms city ownership, and cites harm to protected plants, vernal pools, endangered-species habitat, and `excessive trash`.
- Named defendants include the Department of Homeland Security, Department of Defense and U.S. Customs and Border Protection, while DHS and CBP said DHS will challenge the lawsuit and other agencies did not respond Tuesday.
