San Diego collected $19,000 in fines for illegal building wraps at this summer’s Comic-Con International. The wraps, featuring advertisements this year for “The Walking Dead,” “Gen V” and others, are a favorite of convention goers but have been the ire of neighborhood groups, which call them a blight on downtown.
