Putin Wants to 'Make Ukraine Unlivable' by Crippling the Power Grid to Freeze Cities and Force a Surrender - London Business News
Russian planners see 70 missiles, 720 drones and 150 bombs as enough to cut power, heat and water in Ukraine’s biggest cities.
- The New York Times reviewed a Russian government plan that Ukraine intercepted, targeting Kyiv, Kharkiv, and Odesa with about 70 ballistic missiles, 720 long-range drones, and 150 guided aerial bombs to cut off water, electricity, and heat.
- With the war in its fifth year, Kyiv's power capacity has fallen from about 1.3 gigawatts to about 500 megawatts. Ukraine's air defenses are depleted due to cuts in American aid, leaving power plants vulnerable to new strikes.
- If the plan succeeds, Kyiv, Kharkiv, and Odesa could lose 90% of their power generating capacity and see heat supplies cut by 90%, disrupting water and sewage systems. Moscow's confidence stems from Ukraine's shortage of Patriot interceptor missiles.
- Moscow is extremely unlikely to agree to any energy ceasefire that Ukraine has repeatedly proposed. "They don't have anything else," Harry Nedelcu, a director at Rasmussen Global, told The New York Times, describing Russia's reliance on air attacks.
- History shows such bombing campaigns usually fail to force surrender, as demonstrated in Vietnam, the Persian Gulf War, and Iran. "Punishing the adversaries' civilian population and trying to break its will has a very poor historical track record," Seth Jones, a military expert at the Washington-based Center for Strategic and International Studies, told the newspaper.
