Russian-Linked networks are recruiting Yemeni men for the war in Ukraine, offering citizenship and high salaries while routing them through Oman; Houthi-linked firms tied to parliamentarian Abdulwali al-Jabri facilitate these transfers.
Financial desperation drives recruitment, as brokers promise lucrative civilian jobs to men earning as little as $30 monthly. This strategic bargain allows the Houthis to export fighters to the Kremlin in exchange for advanced weapons and intelligence.
Upon arrival, recruits face a reported 'military nightmare,' with passports confiscated and forced at gunpoint to sign Russian-language contracts. Many are funneled into alleged 'meat assaults'—high-risk frontal attacks—with at least 3,388 foreign fighters killed.
Families report deaths and missing relatives, with many men last heard from in early April. Despite appeals to the Yemeni government, no public action has been taken, leaving loved ones lost in what has become an 'unmarked grave.'
Moscow has recruited at least 27,000 foreign nationals since 2022, utilizing a global pipeline of vulnerable populations. Ukrainian authorities warn Russia could mobilize another 18,500 foreign fighters in 2026, marking the highest annual total since the invasion began.
