Sarah Smolak, 28, of Winsted, CT, previously of Norwalk, has been arrested again on 36 new counts of animal cruelty in connection to the seizure of 27 dogs in March. She was also charged with Criminal Damage of a Landlord's Property 1st degree and Larceny 4th degree related to the home she rented in Norwalk.

Kayla Brooke Howren, 34 of Rome, was arrested this week after reports said she was arrested for being cruel to both her children and an animal. Reports stated that Howren caused mental pain to the children as well as failing to provide adequate care for her animals at her home on North Avenue.
