A heat transport pipeline more than 25 kilometers long can be laid underground between Rijswijk and Leiden. The Council of State has declared objections to the route unfounded. The project is part of WarmtelinQ, an underground pipeline network used to heat 120,000 homes and businesses in the Randstad with residual heat from the Port of Rotterdam. Construction is estimated to cost well over 1 billion euros.
