- Florida earned an A by requiring at least 50% turnout for union representation elections, while California, Illinois, Maryland, Oregon, Rhode Island, and Washington received an F, with Rhode Island slipping after expanding collective bargaining.
- Government unions are rebounding after the 2018 decision cut off a major funding source, though Utah received a B grade because legislative efforts failed to fully eliminate collective bargaining within the state.
