WESTFIELD – Facing a shortfall because water consumption dropped over the last year, the Water Commission raised the basic service rate by 40% and the cost per thousand gallons 20% during its meeting Wednesday.“This is a pretty dramatic change. It’s unprecedented,” Commissioner John Niedzielski, who was reluctant to increase the rates but eventually approved them as did Commissioners Joseph Popielarczyk and Ronald Cole.
