- Congress originally advanced the legislation as a tax measure introduced by Democratic Rep. Jimmy Panetta of California, but the Senate later amended it to include the Russia and Iran sanctions package.
- Provisions include primary and secondary sanctions against Russian officials and financial institutions, a five-year extension of the Iran Sanctions Act, and prohibitions on new U.S. investments in Russia.
- Trump may now impose 100% tariffs on major purchasers of Russian oil and gas, including China and India, while the legislation retains a tax provision for early childhood educators after Dec. 31, 2025.
- Though passing with bipartisan support, the tariff authority drew criticism from some Democratic leaders; Britt stated, "We would not be here today if it weren't for his tireless work," honoring Graham's legacy.
