According to the EAPN, "poverty continues to have a clear territorial expression" and emphasizes that the Azores remain as the most vulnerable region in the country, with 28.4% of the population at risk of poverty or social exclusion. In the continent, it is the Sepúbal peninsula that stands out as the most vulnerable region (21.8%).
