The Udupi district police booked eight hookah consumers, and also the manager of the outlet, in Manipal, on Thursday. On Wednesday night, the police raided a hookah bar and a hotel in the Rorawar police station area of Aligarh. 19 youths, including the operator, were detained from the Down to Earth Hookah Bar located at Nada intersection.
