Philippines Exploring Deeper Cooperation with Taiwan to Protect Undersea Cables
Philippine and Taiwanese officials are weighing surveillance, unmanned systems and United Nations action as cables carry nearly all intercontinental data flows, Carino said.
On Wednesday, Philippine diplomat Felipe Carino III said Manila is exploring deeper cooperation with Taiwan on protecting undersea cables and addressing "gray-zone" activity, despite Manila's one-China policy recognizing Beijing and not Taipei.
Tensions in the South China Sea and Bashi Channel drive the initiative, as the Philippines recently challenged a Chinese research ship near undersea cable corridors off Batanes this month.
Undersea cables carry nearly all intercontinental data flows, with 60-67% of cyber incidents occurring in the region, prompting Taipei to strengthen protection after incidents involving China-linked vessels.
Carino III stated the two nations are exploring "practical and more pragmatic approaches in cooperation, including knowledge-sharing and capacity building" to address regional gray-zone issues.
Taiwan's deputy representative Andrea Yang suggested the United Nations should address cable interference as "bad behavior," while Carino III noted cooperation is "constantly evolving" toward potential joint accountability mechanisms.
