In the first quarter of 2025, the number of temporary foreign workers applying for "open work permits for vulnerable workers" in Ontario surged 867%, from 45 in the same period last year to 435. Advocates point out that this reflects the worsening abuse crisis, economic instability and the government's immigration cuts that further deepen the vulnerability of foreign workers.
