- The amendment responds to Initiative Petition 28, an animal rights campaign that failed to secure less than 75% of required signatures in July and sought to ban hunting, fishing, and animal slaughter in Oregon.
- Joining Drazan at White's Country Meats in Gresham, Senate Minority Leader Bruce Starr and other Republican leaders backed the 1.5-page proposal, which requires another lawmaker to introduce it before the 2027 legislative session.
- While Republican leaders describe the amendment as a bipartisan priority, activist David Michelson, who led the failed initiative, vowed to continue using the ballot process to advocate for protecting animals.
- The earlier Initiative Petition 28 faced widespread opposition from both Democratic and Republican lawmakers, farming industries, and Oregon's federally recognized tribes, who noted the ban threatened treaty-protected rights.
