GSA Unveils New, Token-Based OneGov Discount with OpenAI
The new OneGov deal ends OpenAI’s $1 pilot and gives federal workers a 50% discount as the company expands access to other governments.
OpenAI is expanding its GSA partnership to state, local, and tribal governments, transitioning from a $1 annual pilot to a usage-based model offering a 50% discount on ChatGPT access.
Since its inception, the OneGov marketplace has generated $1.4 billion in savings, with about 3.5 million federal employees using the General Services Administration platform to demonstrate AI's value in government operations.
Under the new agreement, agencies pay only for actual usage with no platform-access fees or spend commitments, while receiving training and "enablement resources" to support integration of GPT-6 Astra.
Access expands to about 23 million people across all government levels, up from over 1 million employees currently using ChatGPT through existing agreements under the pilot program.
This contract runs through Dec. 31, 2028, while the GSA faces uncertainty over renewals for Google and Anthropic deals expiring without confirmed plans to extend those partnerships.
