OpenAI Gives Ukraine Free Access to Cyber Defense Tool

The deal gives Ukrainian defenders access to advanced AI tools and subsidized computing resources to speed vulnerability discovery and fixes.

  • On Wednesday in New York, OpenAI announced a partnership with the Ukrainian government providing access to its Daybreak program and over $1 billion in subsidized tokens to protect critical infrastructure from cyberattacks.
  • Since 2015, Russia has sustained attacks against Ukraine's power, water, and hospital systems. CERT-UA recorded nearly 6,000 cyberattacks during 2025, demonstrating urgent need for advanced defensive capabilities.
  • Ukrainian Consul General Dmytro Kushneruk stated tools will automate incident response and inventory systems at machine speed. "The object is not to replace the cyber defender," Kushneruk added, emphasizing human expertise remains central.
  • Jamie MacColl of the Royal United Services Institute called the initiative a "valuable force multiplier" for Ukraine's heavily burdened cyber defense efforts. MacColl noted western firms partly gain valuable intelligence from active conflicts.
  • Seeking similar agreements globally, OpenAI is responding to urgent concerns as around 100 US companies recently warned that "the window is closing" to protect against AI-enabled cyber threats.
