Sunshine List: These Were Ontario’s Highest-Paid Public Sector Employees in 2025
The list includes 404,922 public sector employees earning over $100,000, with top salaries held by Ontario Power Generation executives, some exceeding $1 million.
On Friday, Ontario released the 2025 Sunshine List, documenting nearly 405,000 public sector employees earning over $100,000, with former Ontario Power Generation President and CEO Kenneth Hartwick topping the list at just over $1.9 million.
Treasury Board President Caroline Mulroney cited "unique factors" including collective bargaining and retroactive payments for salary increases, noting that over 50 per cent of growth was driven by municipalities.
Employees of Ontario Power Generation held the top five spots on the list, with all but one earning over $1 million; SickKids President and CEO Ronald Cohn also appeared in the top 10 earning $880,013.
Premier Doug Ford took home just under $270,000, while Mayor Olivia Chow earned $240,000; local governments reported significant disclosures, including 123 employees in Innisfil and 113 in Bradford.
The $100,000 disclosure threshold, established in 1996, would equal about $185,000 in 2025 dollars when adjusted for inflation by the Bank; the list has surged from 4,494 names to nearly 405,000.
