Kenya’s Phoebe Okowa Elected Judge of the ICJ for Nine-Year Term
Phoebe Okowa won 183 votes in the United Nations General Assembly and 13 in the Security Council, securing a full term on the world court.
- On Tuesday, Professor Phoebe Okowa secured a full nine-year term on the International Court of Justice after winning the required majority votes in both the United Nations General Assembly and the Security Council.
- Okowa competed against eight other candidates for five vacant seats on the 15-member bench after previously serving on the court following a 2025 by-election to fill a vacancy left by Somali judge Abdulqawi Ahmed Yusuf.
- In the final round, Okowa received 183 votes in the General Assembly and 13 in the Security Council. Four colleagues—University of Oxford professor Dapo Akande, French diplomat François Alabrune, incumbent ICJ judge Mahmoud Daifallah Hmoud, and Singapore's Ambassador for International Law Rena Lee—were also elected.
- President William Ruto congratulated Okowa, calling her election "a moment of great pride for Kenya." Foreign Affairs Principal Secretary Korir Sing'oei said the victory reflected the international community's confidence in her ability to serve the court.
- The five successful candidates will begin their terms on February 6, 2027, serving until 2036 at the court based in The Hague, Netherlands. The International Court of Justice adjudicates legal disputes between states, distinct from the International Criminal Court.
