NRC Issues Environmental Assessment with 'Finding of No Significant Impact' for Dow and X-Energy's Proposed Advanced Nuclear Project in Texas
The review finished in under 12 months and could speed future advanced reactor licensing, the company said.
- On Monday, the Nuclear Regulatory Commission issued a "Finding of No Significant Impact" for X-energy's four Xe-100 reactors at Dow's UCC Seadrift Operations, a 4,700-acre manufacturing complex on the Texas Gulf Coast just north of Corpus Christi.
- This approval marks the first time in the agency's 52-year history that a commercial nuclear project bypassed a full environmental impact statement, opting instead for a more efficient environmental assessment pathway under federal law.
- The facility will provide electricity and high-temperature industrial steam to power production of more than 4 billion pounds of materials yearly, with X-energy citing helium coolant and minimal water requirements as design features that reduced environmental impacts.
- Dow business vice president Edward Stones called the FONSI "a significant milestone," while X-energy chief global operating officer Dragan Popovic said it "establishes a replicable pathway for increased efficiency in the licensing process."
- X-Energy expects the NRC to issue safety review recommendations in November, after which the five-member commission can render a final construction permit decision authorizing the facility's build-out.
