A monitoring team comprised of 11 countries, including South Korea, the United States, and Japan, reported that North Korea has sent tens of thousands of laborers to Russia to produce military drones and work on several core facilities. The number of overseas laborers is estimated at 30,000 to 100,000, with 80% to 90% of their wages being confiscated by the North Korean authorities for use in nuclear and missile programs.
