Newsom signs bill banning forced marriage in California
The law lets children and adults seek protection before a forced marriage occurs and takes effect Jan. 1, 2027, advocates said.
Gov. Gavin Newsom signed Assembly Bill 2534, introduced by Assemblymember Ash Kalra, establishing California's Forced Marriage Restraining Order under the Domestic Violence Prevention Act.
Sadia Khan, an advocate at the Family Violence Law Center and forced marriage survivor, testified she obtained protection in the United Kingdom because California law lacked clear remedies.
A 2011 report from the Tahirih Justice Center identified 3,000 suspected forced marriage cases across 56 countries involving victims as young as 13. Among surveyed service providers, 67% said cases were not properly identified.
Effective Jan. 1, 2027, the law grants courts authority to prevent forced marriages through civil, religious, or cultural ceremonies and to block passport confiscation or forced school removal.
Alex Goyette, public policy manager for the Tahirih Justice Center, called the law a critical tool setting an example for the country. Advocates hope other states will replicate these protections.
