Libya: Security Council Urged to Back Popular 'Yearning' for National Elections
The UN roadmap aims to restructure Libya's election commission and unify rival governments to hold national elections within 18 months, addressing political divisions and legal disputes.
- Last week, UN Special Representative Hanaa Tetteh outlined a new roadmap to steer Libya toward long-delayed national elections built on three pillars: a credible electoral framework, a unified government and structured dialogue.
- Nearly 15 years after Gaddafi's fall, Libya remains split between the Government of National Unity based in Tripoli and the Government of National Stability in Benghazi, with elections suspended in 16 eastern areas and attacks on HNEC offices in three cities.
- The recent local polls recorded a 71% turnout among Libyan voters across 26 municipalities, while UNSMIL consultations and an online survey drew more than 22,500 responses.
- If endorsed, the roadmap could end political fragmentation, restore legitimacy and pave the way for a unified national government leading to elections, while Tetteh urged the UN Security Council to contain obstructive actors and hold them accountable.
- Early steps will strengthen and restructure High National Elections Commission and amend legal frameworks within two months, while a dialogue includes youth, women and civil society, Tetteh said that 12-18 months will be needed to complete the roadmap and hold elections.
