NBA’s Board of Governors Passes Anti-Tanking Changes to Draft Lottery Process, AP Source Says

The NBA Board of Governors approved the 3-2-1 Lottery system starting with the 2027 draft to combat tanking by expanding the lottery to 16 teams and lowering the odds for the three worst teams to win the No. 1 pick to 5.4%.
The system reduces advantages for the league's worst teams by assigning fewer lottery balls and placing them in a draft relegation zone, while teams ranked fourth through tenth receive better odds.
The lottery prevents teams from winning the No. 1 pick in consecutive years and grants the NBA expanded powers to punish tanking, including reducing lottery odds or changing draft positions.
Commissioner Adam Silver and the NBA intend these reforms to encourage competitive play throughout the season and to address credibility issues caused by intentional losing.
