A week after delaying its vote on an operating budget of $7.9 billion, the Montgomery County Council made it official, approving the spending plan in a 9-2 vote. Council members Andrew Friedson, a candidate for county executive, and Dawn Luedtke were the lone “no” votes on the plan.
