Minister won’t commit to national flood insurance program in near future
The minister says Ottawa is still studying the plan as flood losses average $2.97 billion a year, according to a 2022 task force report.
- Federal Emergency Management Minister Eleanor Olszewski said on Tuesday she cannot promise the National Flood Insurance Program will launch "in the near future," citing the initiative's complexity and ongoing stakeholder reviews.
- Former prime minister Justin Trudeau first promised the program in 2019 to help flood-prone households, but government work did not begin until 2023, with an original target of end-of-2025 implementation now unmet.
- A 2022 Task Force report estimated annual residential flood costs at $2.97 billion, with 90 per cent of losses concentrated in the top 10 per cent of highest-risk homes.
- Ryan Ness of the Climate Institute of Canada described the program as a temporary "stopgap," while Insurance Bureau representative Liam McGuinty noted private insurers have narrowed coverage gaps to extreme-risk properties.
- Communities in several provinces, including areas near Sudbury, Ont., and Gatineau, Que., declared states of emergency this week, leaving residents facing continued flood risks without the promised federal support.
