Migrant found dead at Laredo ICE facility
Henry Cuellar requested surveillance video and medical records as ICE said the 56-year-old detainee died after staff performed CPR and called emergency services.
- A 56-year-old Mexican man held at ICE's Rio Grande Processing Center in Laredo was found dead Saturday during a security check; staff performed CPR and called emergency services, but he was declared dead about 20 minutes later, U.S. Rep. Henry Cuellar, D-Laredo, confirmed.
- Emiliano Andrade-Covarrubias had been detained since June 26 after returning to Texas from Mexico by bus; ICE claims he failed to disclose a 2004 theft arrest, though his daughter Estefani Andrade disputes this, saying he disclosed the record and was approved as a lawful permanent resident.
- His daughter reported Andrade-Covarrubias had diabetes, high blood pressure, and a heart condition but said staff would not "give him his medications." She alleged he told her medical workers "would just ignore him" when he reported breathing problems and chest tightness.
- Rep. Cuellar toured the facility Sunday and said he obtained audio evidence from detainees alleging denied medication; he demanded surveillance video and medical records, while ICE maintained that Andrade-Covarrubias "received proper medical care and was seen by medical professionals."
- Andrade-Covarrubias is the seventh person to die in ICE detention in Texas this year and the second in Laredo; Mexico's Ministry of Foreign Affairs reports his death brings to 18 the total of Mexican nationals who have died in ICE custody since President Trump began his second term in January 2025.
