Mexico revives rare treason charge against former state prosecutor

Prosecutors say he let U.S. personnel join a drug-lab raid without required approval, and a judge will decide whether the case proceeds.

  • On Wednesday, Mexican federal prosecutors charged former Chihuahua state prosecutor Cesar Jauregui with treason, alleging he allowed unauthorized United States personnel to operate during an April drug laboratory raid.
  • Attorney General Ernestina Godoy alleged that Jauregui permitted foreign agents to perform functions reserved for Mexico's federal government. Mexican law defines treason as acts against national sovereignty or independence carried out for foreign benefit.
  • Analyst Matias Gomez Leautaud of Eurasia noted the charge appears to set a precedent, potentially preventing state governments from cooperating with the United States without federal approval. A judge must still determine if sufficient evidence warrants proceeding.
  • Jauregui, a member of the opposition PAN party, was arrested over the weekend. Mexico has not recorded a widely recognized treason conviction since 1867, when Emperor Maximilian of Habsburg was executed.
  • The case draws attention due to the official's prominence and potential threat to Mexico's sovereignty, national security, or independence. Treason punishes conduct that could compromise national security or subject the country to foreign influence.
