The trip drew scrutiny after an independent panel found 114 Premier League rule breaches and more than $1 billion in alleged revenue inflation.
On Wednesday, a Manchester City Football Club representative joined a UK government-backed trade delegation to India, traveling to Delhi and Mumbai on a trip organized by Business Secretary Jonathan Reynolds.
The delegation visit occurred despite the club being found guilty of 114 Premier League rule breaches, with an independent panel finding artificially inflated revenue exceeding USD 1 billion over nearly a decade.
Greater Manchester Mayor Bev Craig defended the invitation, citing the club's regeneration role and telling The Guardian, "If a football club has broken the rules, a football club should be punished."
Prime Minister Andy Burnham faces fresh scrutiny over undisclosed dinners valued at £338 and £699 with club chairman Khaldoon Al Mubarak, insisting owners "did not raise" financial charges with him.
Manchester City denies wrongdoing and is appealing the verdict, while Football regulator chair David Kogan affirmed independence: "We've come under absolutely no political pressure whatsoever on this or any other topic.
