Port Authority Police arrested a man as he returned to New Jersey on Sunday, charging him with sexual assault and criminal sexual contact while working as a masseur, officials with the Warren County Prosecutor’s Office said Friday. Seung K. Chang, 63, of Blairstown, was charged with second-degree sexual assault and 12 counts of fourth-degree criminal sexual contact.
