Man Charged With Historic Sexual Assaults Involving Children
Raymond Edward Hebert, 53, faces eight charges after police said the alleged abuse involved two children and may have additional victims.
On July 24, Windsor Police Service officers arrested Raymond Edward Hebert, 53, at his east-end residence in connection with historical sexual offences involving two children.
The Windsor Police Service Child Abuse and Sexual Assault Unit launched the investigation in July after receiving information about historical offences. Investigators determined the alleged incidents involved unwanted touching on multiple occasions between 2019 and 2023.
Police allege one child was threatened to prevent reporting the incidents. Hebert faces two counts each of sexual assault and sexual interference, plus charges of invitation to sexual touching, uttering threats, and assault.
Investigators believe there may be additional victims and urge anyone with information to contact CASA or Essex County Crime Stoppers. Police are withholding further details to protect the identities of the victims.
