ROYALTON — A Bethel man was arrested on an active warrant Tuesday evening during a traffic stop on Vermont Route 14. Troopers from the Vermont State Police Royalton Barracks conducted the stop at approximately 7:16 p.m. on April 15. The passenger was identified as Seth Scaplen, 36, of Bethel.
