Mexican Engineer Indicted over CJNG Cartel’s Drug Tunnel Into San Diego

Prosecutors say the tunnel carried more than 1 ton of cocaine worth over $45 million and is tied to a foreign terrorist organization.

  • On Thursday, a federal grand jury indicted Luis Manuel Hernandez Victoria, a Mexican engineer accused of designing a cross-border tunnel for the Jalisco Nueva Generación to smuggle drugs into San Diego.
  • Authorities discovered the approximately 1,933-foot tunnel inside a retail store called "Buy 4 Less" near the Otay Mesa Port of Entry during a May 29 raid.
  • Known as "El Ingeniero," Hernandez was arrested Oct. 15 in Jalisco, Mexico, and faces charges including conspiracy to import drugs and providing material support to a foreign terrorist organization.
  • During the investigation, federal authorities seized more than 1 ton of cocaine valued at over $45 million, as the CJNG was designated a terrorist organization by the Trump administration last year.
  • Hernandez is the seventh person charged in connection with this tunnel, while about 100 such smuggling passages have been discovered throughout Southern California over the last three decades.
