Man, 27, identified in fatal shooting at Lake Stevens apartment

Neil Forestier, 27, of Arlington, had gone out late Saturday to the Creekside Alehouse & Grill in Lake Stevens, with a woman he'd been dating. Joshua Kelly, 22, an acquaintance, met them there, according to a police report. The three went back to the woman's apartment in the 1700 block of 16th Street NE. Around 3:30 a.m., the two men began playfully fighting, having a conversation where they agreed to use 10% strength.
