Both governments have up to two years to decide whether to proceed with the deal, allowing time for further negotiations and clarification of contested terms.
Safety assessments indicate 36 facilities will be vulnerable to leakage, prompting six agencies to monitor the technology and ensure compliance throughout implementation.
