Low-Income Households Can Apply for Heating Help Starting Dec. 3
After federal funding delay, Pennsylvania opens LIHEAP applications Dec. 3 to assist over 420,000 households with heating costs during the 2025-26 season, officials said.
- After a monthlong delay caused by the federal shutdown, the Pennsylvania Department of Human Services said applications for the 2025-26 Low-Income Home Energy Assistance Program will open Dec. 3, 2025 and run through Apr. 10, 2026.
- Because of the shutdown, Pennsylvania's LIHEAP applications were delayed since Nov. 1 until federal block grant funds were issued last week by the Trump Administration.
- About 300,000 Pennsylvanians use the program each year; 292,867 households received LIHEAP cash grants averaging $291, and 128,222 received LIHEAP crisis grants averaging $523.
- To protect households during the delay, Gov. Josh Shapiro and the Pennsylvania Public Utility Commission moved the winter shutoff moratorium to begin December 3rd, but it does not erase outstanding bills.
- Apply at dhs.pa.gov/COMPASS or call 1-866-550-4355; typical cash-grant applications take about two weeks, and some preseason applications from the shutdown are already being processed.
