Cannabis licenses for Rochester have been handed out but if you look at the recipients, only one is from Olmsted County. Two of the three alternates are from Rochester, and one is from Byron. Ohio, Wisconsin and Michigan, not to mention the Twin Cities and Coon Rapids, got the majority of the licenses, so beyond the state getting taxes the Rochester community is locked out.
