LELAND, N.C. (WECT) – Terry Miller’s backyard backs up to Jackey’s Creek, and like many homes near the water, it’s prone to flooding. “You can see the sogginess in the ground. My house has flooded, and my neighbor’s house has flooded,” Miller said. Miller said soggy ground and murky water are nothing new for him.
