Clair R. Cupler, 72, of Starr Road, Pavilion, is charged with criminal possession of a controlled substance 7th and harassment 2nd. Cupler was arrested twice on June 30 on Starr Road in the Town of Pavilion by Deputy Kaitlyn Englerth. He is accused of possessing crack cocaine and, separately, making threatening comments to an individual, causing that person to become fearful. He was held for arraignment.
