Langley City responds in legal fight with sitting councillor
The city says the bylaw applies only to councillors on duty and imposes only a minimal limit on political speech.
- The City of Langley filed a response on June 5 to a court challenge by Councillor Delaney Mack, who alleges the Code of Conduct is procedurally unfair and restricts her free speech rights.
- A complaint by Councillor Teri James on June 13, 2025, sparked the dispute after an investigation determined that Mack had violated the Code of Conduct by criticizing council decisions on Facebook.
- Arguing that any speech restriction is "minimal," the City denies Mack's allegations and says council members "acted in a reasonable and fair manner" throughout the process.
- For three of four recent complaints, the City hired investigator Ritu Mahil, and the municipality has spent $328,000 on legal and investigative costs over the last two years.
- None of the allegations from either side have been tested before a judge, while Mayor Nathan Pachal dismissed a separate complaint against James last October after determining an investigation was unnecessary.
